Representatives of the Save the Plans Coalition, including ICL, met with Supervisor Spitzer in mid-September to discuss reverting out the FTSP specific plan and Orange County general plan changes made near the end of Sup. Bill Campbell's tenure to enable the development of tract homes near Cook's Corner. The changes made gutted vital plan provisions such as oak tree preservation requirements and traffic capacity limits, and the made it much easier for future tract projects to be allowed inside the canyons. One important issue raised in that meeting was whether the county would be required to engage in a lengthy and costly EIR/CEQA study and review process to accomplish the rescissions. Gloria Sefton's Saddleback Canyon's Conservancy, spearheading the effort on behalf of the FTSP area where the project lies, commissioned a legal opinion to support the Coalition's position that no such complex reviews are necessary simply to restore the plans' prior protections.
