Silverado Creekbed Clean-Out Project Online Application

ICL has obtained a notification from the state Department of Fish and Wildlife ("DFW") that allows Silverado homeowners to legally remove dead trees and some debris from the creekbed on their property.

There is an online application below. After you fill that out, sign and submit it electronically here, you'll be contacted and a packet with all the documents will be given to you.
The documents can be reviewed below, but they are not downloadable or printable here.

►Team Rubicon Release Forms◄

If you want volunteers from Team Rubicon on your property to assist you the weekend of Dec. 11th, you need to print out and initial/sign their release form. This release is separate from the online application below which you must complete. The release form is downloadable and can be opened in a new tab just by clicking here. To download it to your computer so you can print it, click on the download icon at the top of the viewer screen
Please return the Rubicon release to Connie Nelson after you've signed all pages.

►Silverado Online Application Form◄

With the assistance of Orange County Office of Emergency Services, the California Department of Fish and Wildlife ("DFW") has agreed to allow the Inter-Canyon League to assist Silverado creekside homeowners to clear dead trees and remove certain sediment in preparation for the high potential of flooding this winter.

To comply with the rules of the Department of Fish and Wildlife ("DFW"), to participate in this project you must:
  • Become an Inter-Canyon League volunteer by completing this entire form,
  • Be familiar with the rules and requirements as spelled out in the official notification, and agree to comply with them.
  • Receive a full Compliance Packet from ICL and keep it available at your work site.

To participate in the Inter Canyon Silverado Creek El Nino preparation project, you must agree to comply with the rules established by the California Department of Fish and Wildlife.
  • You must be acting as an Inter-Canyon League volunteer. This is true even if you are the homeowner.
  • You must read and comply with the DFW Notification, the Notification Letter, and the Protective Measures. They can be read below, and hardcopies will be in your packet.
  • You must keep a copy of DFW documents available at your worksite.

Here are the most important restrictions. This is just a summary. CAREFULLY READ THE DFW NOTIFICATION, especially section 10, before starting work. Acting outside the scope of the notification could subject you to serious fines and charges.
  • This ONLY allows you to remove dead trees in your streambed and to remove sediment within 5 feet of a culvert.
  • You may not cut down living trees, even if they appear to be dying.
  • You may only use hand-carried tools, including chainsaws.
  • No heavy equipment is allowed in the streambed.
  • Stumps must protrude at least one foot above the ground.
  • You may not make any other modifications to the stream, stream flow, or streambed.
  • You must carry out all debris.
  • You may not touch, disturb, or harm any wildlife you find in the work area.
  • You must be aware that you are working in an endangered species, Arroyo Toad, habitat and you must use all necessary precautions.
  • You must keep a copy of the Notification Application, the Notification letter, and the Protective Measures document available for inspection at the worksite.
Also be aware that:
  • All work must be completed by December 31, 2015.
  • Section 15 allows DFW to come on-site to inspect your jobsite. Connie Nelson has agreed to be available to accompany you should you be visited by a site inspector.  Her phone number is 714-649-3331.
To be a participant and volunteer with this project, you MUST agree to follow these rules and instructions.  
Agreement, Waiver And Release
​In consideration for being permitted by the Inter Canyon League to participate in the above activities, I hereby waive, release, and discharge any and all claims for damages for personal injury, death, or property damage that I may have, or that may hereafter accrue to me as a result of participation in said activities.  This release is intended to discharge in advance the Inter Canyon League and its officers, employees and agents from any and all liability arising out of or connected in any way with my participation in said activity, even though that liability may arise out of negligence or carelessness on the part of the persons or entities mentioned above.  It is understood that the activities above involve an element of risk and danger of accidents, and knowing those risks, I hereby assume those risks.  It is further agreed that this waiver, release and assumption of risk is to be binding on my heirs and assigns.  I agree to indemnify and to hold the above persons or entities free and harmless from any loss, liability, damage, cost or expense which they may incur as the result of my death or any injury or property damage that I may sustain while participating in said Inter Canyon League activities.

I HAVE CAREFULLY READ THIS AGREEMENT, WAIVER, AND RELEASE AND FULLY UNDERSTAND ITS CONTENTS. I AM AWARE THAT THIS IS A RELEASE OF LIABILITY AND A CONTRACT BETWEEN THE INTER CANYON LEAGUE AND MYSELF AND I SIGN IT OF MY OWN FREE WILL.
